Belial was released by Legacy Miniatures. It was not released by Rackham.
Belial is an unofficial miniature that sold under the passed around license. It is therefore not usable in competitive play.
It was however planned for Age of Rag'Narok. It had 2 variation option, one the head and one being the scythe.
