The Ormer is a fighter of Small size. He can only join an army if Isabeau is also in it. He must then be Isabeau's weapon bearer. Isabeau can be deployed with a different weapon bearer than the Ormer as long as he is a non-Character fighter.
In no way can Isabeau and the Ormer be deployed in an army that also includes any incarnation of Sophet Drahas or an Usurer in its ranks.
